As Titus stayed faithful to the apostolic instruction of which the Gospel was the centerpiece he engaged in apostolic ministry and this is what he was to pass on to the elders that he appointed in the various churches on Crete. It was important to the Apostles that churches be established and not simply leave individual believers on their own. It was also important to the Apostles that individual believers come under the care and oversight and instruction of godly elders and overseers.
